Welcome to the Palos Verdes Library District's Human Resources Department. The mission of the HR department is to provide leadership in the development and implementation of Federal and State legal employment mandates.

The Department provides a full-range of human resources services including recruitment and selection, classification and compensation, benefits administration, employee safety training, workers' compensation program.

The Palos Verdes Library District welcomes 1-2 Internships per quarter/semester from students actively enrolled in an MLIS program. Internship opportunities may be available in Adult Services, Young Readers, and Local History. *Internships must be coordinated through school.

Full-time Salaried Benefits

The following list is based on the MOU dated June 27, 2019, for the period beginning July 1, 2019 through June 30, 2022.

  • Holidays: (9 days) New Year’s Day, Martin Luther King Jr. Day, Memorial Day, Independence Day, Labor Day, Thanksgiving Day, Friday after Thanksgiving, Christmas Eve and Christmas Day
  • Vacation:  2 weeks after 1 year of employment.  3 weeks after 4 years; 4 weeks after 10 years
     
  • Sick Leave:  96 hours per year (accrued at 8 hours per month)  Sick leave in exchange for vacation
     
  • Personal Holiday:  56 hours per year, 64 hours after 10 years of continuous employment
     
  • Bereavement:  5 days  following the death of an immediate family member
     
  • Jury Duty: Up to 10 working days within a two-year period
     
  • Voluntary Vacation Cash Out: Employees have the option of cashing out a portion of their accrued vacation balance (up to 60 hours) once per year at the start of the fiscal year.
     
  • Optional Deferred Compensation Programs
     
  • Medical, Dental, Vision coverage
     
  • Retirement: Unit members employed by the District before January 1, 2013 are defined as “Classic” members under the PEPRA and are covered by the 2% @ 55 formula provided by the Public Employees’ Retirement Law at Government Code section 21354.4. Unit members who first become employed by the District after January 1, 2013 are “new members” a term defined in PEPRA. These employees are covered by the 2% @ 62 formula provided by the Public Employees’ Retirement Law at Government Code section 7522.20(a).
     
  • Life and Long-Term Disability Insurance
     
  • Other: Continuing Education with tuition reimbursement; Credit Union; Mileage and Expense Allowance; Personal Purchase Discounts; Professional Membership Reimbursement; Union Payroll Deductions (for Union Members)

*All employees are automatically enrolled in Social Security, State Disability Insurance and Worker's Compensation.

Part-time Salaried Benefits

The following list is based on the MOU dated June 27, 2019, for the period beginning July 1, 2019 through June 30, 2022.

  • Holidays: (9 days) New Year’s Day, Martin Luther King Jr. Day, Memorial Day, Independence Day, Labor Day, Thanksgiving Day, Friday after Thanksgiving, Christmas Eve and Christmas Day if regularly scheduled to work on the day on which a holiday falls will receive 4 hours of holiday pay.
  • Vacation:  2 weeks after 1 year.  3 weeks after 4 years; 4 weeks after 10 years
     
  • Sick Leave:  48 hours per year (accrued at 4 hours per month) Sick leave in exchange for vacation
     
  • Personal Holiday Leave: 28 hours per year, 36 hours after 10 years of continuous employment
     
  • Bereavement: 5 days  following the death of an immediate family member
     
  • Jury Duty: Up to 10 working days within a two-year period
     
  • Voluntary Vacation Cash Out: Employees have the option of cashing out a portion of their accrued vacation balance (up to 60 hours) once per year at the start of the fiscal year.

  • Personal Holiday: 8 hours per year, 12 additional hours for long service recognition

  • Other: Deferred Compensation Programs; Mileage and Expense allowance; Personal Purchase Discounts; Union Payroll Deductions (for Union Members); Bilingual Pay

About Human Resources

The Human Resources Department's most important objective is to hire and retain excellent employees throughout the organization. To do this, the Department reviews the District's salary and benefits plan for competitiveness, provides a variety of opportunities to encourage professional growth, conducts on-the-job safety training, provides information for supervisory and other management training programs and workshops, and provides employment-related services to the District's employees.

The key Human Resources functions include:

  • ADMINISTRATION: Provides professional and technical assistance to District departments in all areas of personnel and employee relations issues.
  • EMPLOYEE RECRUITMENT, RETENTION AND SELECTION: Recruits, and selects staff consistent with organizational needs.
  • EMPLOYEE COMPENSATION & CLASSIFICATION: Administers the District's compensation program and maintains an updated classification system.
  • EMPLOYEE EVALUATION: Maintains the performance appraisal system to maximize productivity and employee development.
  • EQUAL EMPLOYMENT OPPORTUNITY: Administers the District's Equal Employment Opportunity Policy to ensure fair employment practices.
  • EMPLOYEE TRAINING:In conjunction with the District's departments, develops employee training programs and administers tuition reimbursement for employees.
  • EMPLOYEE BENEFITS:Administers employee insurance and District benefit programs, disability benefits and leaves, employment physicals and drug testing programs.
  • WORKERS' COMPENSATION PROGRAM:Administers the Workers' Compensation benefits program for job-related injuries, conducts ergonomic assessments, and coordinates Americans with Disabilities (ADA) and related disability management programs.
  • INJURY AND ILLNESS PREVENTION PROGRAM (IIPP) AND SAFETY PROGRAM: Develops, implements and coordinates safety and training activities designed to reduce or prevent workplace injuries.
